TOM R. SKANCKE
President and CEO
With nearly three decades of communications and public policy experience, Skancke is one of the nation’s foremost authorities around transportation infrastructure and economic development. He specializes in fundamental problem identification and integrated analyses of complex systems. His approach centers around changing perceptions and identifying overlooked opportunities for systemic change. For the past three years, Skancke was the President and CEO of the Las Vegas Global Economic Alliance (LVGEA), the regional economic and community development authority for Southern Nevada. In that role, he and his team transformed economic development in Southern Nevada and elevated the organization to one of the most successful economic and community development organizations in the United States.
For 24 years prior to joining the LVGEA, Skancke was the CEO and president of The Skancke Company where he served as the lead advisor on hundreds of transportation infrastructure projects both regionally and nationally. He became widely recognized as a top transportation strategist, whose vision is now transforming the way surface transportation is perceived and marketed around the globe.
In 2005, Senate Majority Leader Harry Reid (D-NV) appointed Skancke to the National Surface Transportation Policy and Revenue Study commission, which made landmark recommendations to Congress on the policy, funding and infrastructure that will serve the nation for the next 50 years. He played a key role in the most recent federal transportation reauthorization bills – ISTEA, TEA-21, SAFETEA-LU and MAP-21.
Skancke’s comments have appeared on CNN’s “The Situation Room,” Fox News Sunday and in several Washington, DC -based policy publications like Politico, The Hill and others. He is a highly sought public speaker relating to globalization, transportation infrastructure, water security, and global economic sustainability. He has also testified before several Senate and House Committees.
Beyond his transportation work, Skancke has been involved with telecommunications industry deregulation, has worked on regional flood control projects, and has promoted increased K-12 and higher education funding.
In 2013, Nevada Governor Brian Sandoval appointed Skancke to the Nevada Department of Transportation Board of Directors. He also serves on the boards of the Western Regional Alliance and the Urban League of Southern Nevada.
MICHAEL A. VANNOZZI
Vice President of Creative Strategies
A seasoned public policy and communications professional, he holds degrees and certificates from the University of Nevada Las Vegas and the Leadership Institute of Nevada.
Vannozzi has experience working on strategy and public policy on the local, regional, and national level. For more than five years, he was an aide to United States Senator Harry Reid, serving in communications and public policy roles both in Washington D.C. and Las Vegas. With Senator Reid, Vannozzi worked on a variety of different issues including K-12 education, higher education, economic development, immigration, business finance, and community development.
In 2013, Vannozzi joined Tom Skancke at the Las Vegas Global Economic Alliance, and he played a key role in setting the vision for the organization and the region. In the spring of 2013, he worked with TIP Strategies to author the Southern Nevada Comprehensive Economic Development Strategy. Vannozzi also played a key role in the development of the organization’s strategic plan, and has been integral to the organization’s expansion into community development issues. In December 2013, Vannozzi led the creation of the LVGEA Education Council, a group of business and education leaders formed to advise the economic development group on education issues. In 2014, Vannozzi helped to author the Las Vegas Regional Medical Tourism Strategy, a document that has helped to catalyze growth in this important industry cluster for Southern Nevada, and in 2015, Vannozzi led the LVGEA’s efforts to advocate for increased investment in public education, higher education, tax incentives, and transportation infrastructure.
ANDREW M. DOUGHMAN
Vice President of Communications Strategies
Andrew Doughman is the Vice President of Communications Strategies at the TSC2 Group. For several years prior to joining the TSC2 Group, Doughman served as Director of Communications for the Las Vegas Global Economic Alliance, a regional business nonprofit that delivered regional community and economic development results for Southern Nevada.
Doughman’s interest in community development and catalyzing transformational change stem from his years as a journalist who wrote primarily about state and local governments, business, health care, and energy. He reported for numerous publications in Seattle and Olympia, Washington; Carson City and Las Vegas, Nevada; Spartanburg, South Carolina; and Nairobi, Kenya. He most recently was the state politics and government reporter for the Las Vegas Sun, where he covered legislative sessions and elections.
A native of Washington State, he earned a BA in Journalism from the University of Washington. He lives and works in Las Vegas, Nevada, where he also serves on the board of local chapter of the Public Relations Society of America.
